Command - /ChanServ VOP
Usage   - /ChanServ VOP <#channel> ADD <nick/mask> [reason]
Usage   - /ChanServ VOP <#channel> DEL <nick/mask> [reason]
Usage   - /ChanServ VOP <#channel> LIST [mask]
Usage   - /ChanServ VOP <#channel> WIPE
Usage   - /ChanServ VOP <#channel> REORDER
Usage   - /ChanServ VOP <#channel> FULLLIST
This command maintains the channel's Auto Voice list.
VOPS gets voice (MODE +v) every time they join the channel, they can't kick other users
but they can talk on the channel if it's moderated (MODE +m).
Sub commands:
ADD  - Adds a nick or mask to the VOP list. Limited to SOPS and above.
DEL  - Removes a nick or mask from the VOP list. Limited to SOPS and above.
LIST - Lists the VOP list. Limited to AOPS and above.
Note: FULLLIST shows last seen time, ADD/DEL reason and includes deleted users on the list.
Sub commands limited to the channel's founder:
WIPE    - Wipes (deletes all the entries) the VOP list.
REORDER - Removes deleted entries from the VOP list.
