Command - /ChanServ VOICE
Usage   - /ChanServ VOICE <#channel> [nick]
This command voices (MODE +v) a nick on a channel.
If the nick parameter isn't used your current nick will be used.
Note: VOPs can only voice themself.
Note: If the VOICEGUARD option is on, only users with VOP or higher access can be voiced on the channel.
Note: You need AOP or higher access on the channel to use this command on other people.
