Command - /ChanServ TOPIC
Usage   - /ChanServ TOPIC <#channel> <new topic>
This command changes a channel's topic.
Note: You can't change the topic if there is an active TOPICLOCK higher than you on the channel.
Note: You need AOP or higher access on the channel to use this command.
