Command - /ChanServ SET URL
Usage   - /ChanServ SET <#channel> URL [url]
Usage   - /ChanServ SET <#channel> URL NONE
This command attaches a URL to a channel.
When a URL is set, everyone who joins the channel will get a "message" from services with the url.
(via raw 328 if you want to script it)
Note: You need FOUNDER access on the channel to use this command.
