Command - /ChanServ SET TOPICLOCK
Usage   - /ChanServ SET <#channel> TOPICLOCK [AOP|SOP|CO-FOUNDER|FOUNDER]
Usage   - /ChanServ SET <#channel> TOPICLOCK NONE
This command sets who can set a topic on the channel.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi TOPICLOCK SOP
/ChanServ SET #kobi TOPICLOCK NONE
