Command - /ChanServ SET SECURE
Usage   - /ChanServ SET <#channel> SECURE [ON/OFF]
When this command is enabled, the founder will have to be identified to
the founder's nick AND the channel to get FULL ACCESS.
Note: You must be identified to ChanServ in order to use this command.
Example(s):
/ChanServ SET #kobi SECURE ON
/ChanServ SET #kobi SECURE OFF
