Command - /ChanServ SET OPGUARD
Usage   - /ChanServ SET <#channel> OPGUARD [ON/OFF]
If the OPGUARD option is on, only users with AOP or higher access can be opped (MODE +o) on the channel.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi OPGUARD ON
/ChanServ SET #kobi OPGUARD OFF
