Command - /ChanServ SET NOOPS
Usage   - /ChanServ SET <#channel> NOOPS [ON/OFF]
If the NOOPS option is on, ChanServ will ignore all channel access lists except AKICK, CO-FOUNDER and FOUNDER.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi NOOPS ON
/ChanServ SET #kobi NOOPS OFF
