Command - /ChanServ SET MEMOLEVEL
Usage   - /ChanServ SET <#channel> MEMOLEVEL [AOP|SOP|CO-FOUNDER|FOUNDER]
Usage   - /ChanServ SET <#channel> MEMOLEVEL NONE
This command sets who can send memos to the channel.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi MEMOLEVEL SOP
/ChanServ SET #kobi MEMOLEVEL NONE
