Command - /ChanServ SET BANGUARD
Usage   - /ChanServ SET <#channel> BANGUARD [AOP|SOP|CO-FOUNDER|FOUNDER]
Usage   - /ChanServ SET <#channel> BANGUARD NONE
This command sets who can use the ban (MODE +b) command on the channel.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi BANGUARD SOP
/ChanServ SET #kobi BANGUARD NONE
