Command - /ChanServ SET AUTOVOICEALL
Usage   - /ChanServ SET <#channel> AUTOVOICEALL [ON/OFF]
If the AUTOVOICEALL option is on, ChanServ will automatically voice
everyone who joins the channel unless he/she is on the ADEOP or AKICK list.
Note: You need CO-FOUNDER or higher access on the channel to use this command.
Example(s):
/ChanServ SET #kobi AUTOVOICEALL ON
/ChanServ SET #kobi AUTOVOICEALL OFF
