Command - /MemoServ SENDCHAN
Usage   - /MemoServ SENDCHAN <#channel> <VOP|...|COF|ALL>[+|-] <message>
This command sends a memo to the channel's ops.
Note: ctrl+backspace splits the memo to a long (multi-line) memo.
Note: You must be identified to NickServ in order to use this command.
Example(s):
/MemoServ SENDCHAN #kobi ALL heya all, what's up?
/MemoServ SENDCHAN #kobi SOP+ heya sops, msops, co-founders and founder :)
/MemoServ SENDCHAN #kobi AOP- please don't ban users....
