Command - /MemoServ SEND
Usage   - /MemoServ SEND <nick> <message>
This command sends a memo to another registered nick.
Note: ctrl+backspace splits the memo to a long (multi-line) memo.
Note: You must be identified to NickServ in order to use this command.
