Command - /ChanServ REGISTER
Usage   - /ChanServ REGISTER <#channel> <password> [description]
This command will register a channel, so it "belongs" to the one who registered it.
Password should be a safe password and description may be a sort description for the channel.
The founder of the channel can be changed later with the SET FOUNDER command, type: /ChanServ HELP SET FOUNDER for more information.
The description of the channel can be changed later with the SET DESC command, type: /ChanServ HELP SET DESC for more information.
The password of the channel can be retrieved later with the SENDPASS command, type: /ChanServ HELP SENDPASS for more information.
Note: You must be identified to NickServ in order to use this command.
Note: You must be opped on a channel in order to register it.
